Those filed in District Court are open to the public. Agencies release non-identifying information to an adult involved party, but may charge a fee for this service. Adoption Laws "Records of the proceedings shall not be open to inspection, except on written authorization by the Court, and there shall be no publication thereof." Section 422.13: Parents who surrender child for adoption must provide written statement of medical history. Copies are made for the records, adoptive parents, and adoptee upon reaching age of majority. Section 422.9: The formal act of voluntary surrender need not name the persons who are to become the adoptive parent or parents of the child surrendered. An attorney at law may be named in the act of surrender as the representative of the prospective adoptive parent or parents."
