If a waiver is in place giving permission from both the adoptee and the birth parent, Identifying information can be released to an adult adoptee at age 21 and to birth parents.

If the adoptee is under the age of 18 they may receive identifying information if he or she has the written permission of the adoptive parents.

Non-identifying information including: medical, ethnic, educational circumstances, and socio-economic, is available upon the request of adoptees, birth parents, and adoptive parents if the adoptee is younger than 18. The placement agency is allowed to release non-identifying information concerning the circumstances of the birth mother at the time adoptee was placed for adoption.
