In North Carolina, confidential adoption records are available only by court order.

ADOPTION LAWS: Section 48-26: "Any necessary information of an adoption proceeding may be disclosed upon written motion in cause before the clerk of original jurisdiction ... when good cause is shown" Section 48-25: "Non-identifying information about birth family may be released to an adoptee over the age of 21."
