New York has a mutual consent
registry available to adult adoptees (age 21), adoptive parents
and birth parents. For adoptions occurring prior to January 1,
1984, identifying information will only be released if the adult
adoptee, the adoptive parents and each birth parent who consented
to the adoption have registered. The need for consent of adoptive
parents is waived if they are deceased. For adoptions occurring
after January 1, 1984, no consent of adoptive parents is required.
